basque chicken and rice

1 | 3 pound chicken -- cut up |
3 clove | garlic -- chopped |
1 | yellow onion -- finely chopped |
1/2 | green bell pepper -- diced |
1/4 cup | water |
2 cup | rice |
4 cup | chicken broth |
1 | bay leaf |
| salt and pepper -- to taste |

in a dutch oven, over medium high heat, brown chicken pieces in olive |
oil. remove to a platter set aside and keep warm. add garlic, onion and |
green pepper to pan and saute until onion is translucent. add water and |
deglaze. return chicken to pot and add rice, chicken stock, bay leaf, salt |
and pepper. bring to a boil, reduce heat, cover and simmer 25 minutes, or |
until rice is tender and chicken is cooked through. |
